Elde edilen sonu\u00e7lar\u0131n \u00fcniversitelerin yetkin olduklar\u0131 alanlar hakk\u0131nda objektif veriye dayal\u0131 bilgi vermesi ve odaklanabilecekleri alanlar hususunda yard\u0131mc\u0131 olmas\u0131 ama\u00e7lanmaktad\u0131r.<\/p>\n<p>\u00c7al\u0131\u015fma kapsam\u0131nda ilk olarak bilim ve teknoloji alanlar\u0131na ili\u015fkin uluslararas\u0131 s\u0131n\u0131fland\u0131rmalar, Ulusal Bilim, Teknoloji ve Yenilik Stratejisi 2011-2016 kapsam\u0131ndaki \u00f6ncelikli sekt\u00f6rler baz\u0131nda olu\u015fturulan \u201c\u00dcst D\u00fczey \u00d6nceliklendirme Gruplar\u0131\u201d \u00e7\u0131kt\u0131lar\u0131, \u00fcniversitelerin e\u011fitim alanlar\u0131 ve kurum i\u00e7i de\u011ferlendirmeler dikkate al\u0131narak \u00fclkemiz \u00f6ncelikli alanlar\u0131 ile uyumlu 120 teknoloji alt alan\u0131 belirlenmi\u015ftir.<\/p>\n<p>Teknoloji alt alanlar\u0131n\u0131n belirlenmesini takiben analize ili\u015fkin \u00fcniversitelerin teknoloji alt alan\u0131 temelinde yetkinli\u011fini tespite y\u00f6nelik model kurularak yay\u0131n say\u0131s\u0131, at\u0131f say\u0131s\u0131, yay\u0131n yapan akademisyen say\u0131s\u0131 ve T\u00dcB\u0130TAK destekli proje verileri dikkate al\u0131nm\u0131\u015f ve 7 g\u00f6sterge t\u00fcretilmi\u015ftir.<\/p>\n<p>Ana \u00e7al\u0131\u015fma \u00f6ncesinde teknoloji alanlar\u0131 baz\u0131nda yay\u0131n verisi elde etmede kullan\u0131lacak anahtar kelimeler ile g\u00f6stergelerin test edilmesi amac\u0131yla 10 \u00fcniversite i\u00e7in yay\u0131n ve at\u0131f verileri \u00fczerinden pilot \u00e7al\u0131\u015fma yap\u0131lm\u0131\u015ft\u0131r. Pilot \u00e7al\u0131\u015fma neticesinde iyile\u015ftirmeler yap\u0131larak 120 teknoloji alt alan\u0131nda 2010 y\u0131l\u0131 ve \u00f6ncesinde kurulmu\u015f olan 143 \u00fcniversiteye ait verilerin de\u011ferlendirilmesine ba\u015flanm\u0131\u015ft\u0131r.<\/p>\n<p>T\u00fcm veriler T\u00dcB\u0130TAK veritaban\u0131 ile Scopus ve SciVal programlar\u0131 kullan\u0131larak 2010-2014 y\u0131llar\u0131 i\u00e7in elde edilmi\u015f olup daha sonra a\u011f\u0131rl\u0131kland\u0131rma ve istatistiksel d\u00fczeltmeler yap\u0131larak \u00fcniversitelere y\u00f6nelik yetkinlik hesaplamas\u0131 yap\u0131lm\u0131\u015ft\u0131r. Yetkinlik puan\u0131 girdileri kalite ve hacim olarak iki temel boyutta toplanm\u0131\u015f olup s\u0131ras\u0131yla %60 ve %40 olarak a\u011f\u0131rl\u0131kland\u0131r\u0131lm\u0131\u015ft\u0131r. \u00dcniversitenin d\u00fcnyaya g\u00f6rece ba\u011f\u0131l at\u0131f endeksi ve \u00fcniversitenin at\u0131f a\u00e7\u0131s\u0131ndan d\u00fcnya \u00e7ap\u0131nda en fazla at\u0131f alan ilk %10\u2019luk dilime girmi\u015f yay\u0131n say\u0131s\u0131 g\u00f6stergeleri kalite boyutunda; d\u00fcnya toplam yay\u0131n say\u0131s\u0131 i\u00e7indeki \u00fcniversitenin pay\u0131, \u00fcniversitede yay\u0131n yapan akademisyen say\u0131s\u0131, \u00fcniversitenin T\u00dcB\u0130TAK destekli projelerine ait b\u00fct\u00e7e toplam\u0131, \u00fcniversitenin T\u00dcB\u0130TAK destekli proje say\u0131s\u0131, \u00fcniversitenin T\u00fcrkiye\u2019ye g\u00f6rece ba\u011f\u0131l odaklanma endeksi gibi g\u00f6stergeler hacim boyutunda yer alm\u0131\u015ft\u0131r.<\/p>\n<p>Yap\u0131lan hesaplamalar neticesinde 120 alan ve 143 \u00fcniversite i\u00e7in alanlara ili\u015fkin \u00fcniversitelerin yetkinlik seviyelerini g\u00f6rsel olarak sunan grafikler haz\u0131rlanm\u0131\u015ft\u0131r.<\/p>\n<p>Bu \u00e7al\u0131\u015fma, Y\u00fcksek\u00f6\u011fretim Kurulu (Y\u00d6K) taraf\u0131ndan ba\u015flat\u0131lan \u00fcniversitelerimizin ihtisasla\u015fmas\u0131 \u00e7al\u0131\u015fmalar\u0131na katk\u0131 vermek ve ihtisasla\u015fma odakl\u0131 i\u015fbirliklerinin geli\u015ftirilmesi s\u00fcre\u00e7lerine katk\u0131 sa\u011flamak amac\u0131yla d\u00fczenli olarak g\u00fcncellenecektir.<\/p>\n<p><b>Analiz<\/b>\u00a0<b>Y\u00f6ntemini<\/b>\u00a0okumak i\u00e7in\u00a0<a href=\"http:\/\/www.tubitak.gov.tr\/sites\/default\/files\/289\/universite_yetkinlik_analizi_yontem.pdf\" target=\"_blank\" rel=\"noopener\">t\u0131klay\u0131n\u0131z.<\/a><br \/>\n<b>\u00c7al\u0131\u015fma Raporu<\/b>nun tamam\u0131n\u0131 okumak ve analiz g\u00f6rsellerini g\u00f6rmek i\u00e7in<a href=\"https:\/\/bulutpaylasim.tubitak.gov.tr\/public.php?service=files&amp;t=778c0b95fae0e20b5e93cc4998c0ebb5\" target=\"_blank\" rel=\"noopener\">t\u0131klay\u0131n\u0131z.<\/a>\u00a0(G\u00f6r\u00fcnt\u00fcleme \u015fifresi: UY2016)<\/p>\n","protected":false},"excerpt":{"rendered":"<p>T\u00dcB\u0130TAK taraf\u0131ndan,\u00a0\u00fcniversitelerimizin yetkinliklerinin tespiti ve ulusal \u00f6nceliklerimiz do\u011frultusunda y\u00f6nlendirilmelerine katk\u0131 sa\u011flamak amac\u0131yla 2016 y\u0131l\u0131nda \u201c\u00dcniversite Yetkinlik Analizi \u00c7al\u0131\u015fmas\u0131\u201d ger\u00e7ekle\u015ftirilmi\u015ftir.
