pt-4\">\n<p><strong>AMACI<\/strong><\/p>\n<p>Bu \u00e7a\u011fr\u0131n\u0131n amac\u0131, Ba\u015fta sa\u011fl\u0131k hizmetleri, \u00e7evresel s\u00fcrd\u00fcr\u00fclebilirlik ve enerji verimlili\u011fi, hareketlilik ve ula\u015f\u0131m sorunlar\u0131, dijital d\u00f6n\u00fc\u015f\u00fcm ve kamu hizmetlerinin modernizasyonu alanlar\u0131 olmak \u00fczere \u00f6zellikle KOB\u0130\u2019lerin ve start-uplar\u0131n yenilik\u00e7i kamu ihalelerine eri\u015fimi kolayla\u015ft\u0131rmak i\u00e7in ilgili payda\u015flarla i\u015fbirli\u011fi geli\u015ftirilerek \u2018Yenilik\u00e7i Broker Modeli\u2019 olu\u015fturulmas\u0131na destek olmakt\u0131r.<\/p>\n<p>Bu teklif \u00e7a\u011fr\u0131s\u0131 CoSME Program\u0131 2017 \u00c7al\u0131\u015fma plan\u0131 alt\u0131ndan ya\u0131nlanan \u2018InnoBroker1\u2019 pilot projesi nden esinlenen ikinci bir deyim olu\u015fturmay\u0131 hedeflemektedir.<\/p>\n<p><strong>AKT\u0130V\u0130TELER\u0130N T\u00dcR\u00dc<\/strong><\/p>\n<p>Yararlan\u0131c\u0131lar\u0131n, yenilik\u00e7i \u00fcr\u00fcn veya hizmetlerin az say\u0131da kamu al\u0131m\u0131na arac\u0131l\u0131k etmesi ve a\u015fa\u011f\u0131daki faaliyetleri yerine getirmesi beklenmektedir:<\/p>\n<ul>\n<li>Yenilik \u0130haleleri Broker\/Arac\u0131s\u0131 rol\u00fcn\u00fc ve g\u00f6revlerini ince ayarlamak;<\/li>\n<li>Avrupa yenilik ekosisteminde bir kamu al\u0131c\u0131lar\u0131 ve oyuncular\u0131 \u00a0aras\u0131nda bir a\u011f olu\u015fumunu sa\u011flamak, te\u015fvik etmek ve y\u00f6netmek;<\/li>\n<li>Kamu al\u0131c\u0131lar\u0131na fiili tedarik ihtiya\u00e7lar\u0131n\u0131n tan\u0131mlanmas\u0131 konusunda dan\u0131\u015fmanl\u0131k yapmak;<\/li>\n<li>Kamu al\u0131c\u0131lar\u0131n\u0131n ger\u00e7ek ihtiya\u00e7lar\u0131n\u0131 kar\u015f\u0131layan yenilik\u00e7i \u00fcr\u00fcn veya hizmetlerin belirlenmesi;<\/li>\n<li>T\u00fcm payda\u015flar aras\u0131nda finansman f\u0131rsatlar\u0131, teknolojik ve ticari y\u00f6nler hakk\u0131nda bilgi payla\u015f\u0131m\u0131n\u0131n g\u00fc\u00e7lendirilmesi.<\/li>\n<li>Ayr\u0131ca, ba\u015fvuru sahipleri, usul\u00fcne uygun olarak gerek\u00e7elendirilirse ve bu teklif \u00e7a\u011fr\u0131s\u0131n\u0131n hedefleri do\u011frultusunda ek faaliyetler teklif etmekte \u00f6zg\u00fcrd\u00fcr.<\/li>\n<\/ul>\n<p><strong>UYGUNLUK KR\u0130TERLER\u0130<\/strong><\/p>\n<p>Uygun ba\u015fvuru sahipleri tamamen veya k\u0131smen kamu veya \u00f6zel kurulu\u015flar olmal\u0131d\u0131r. \u00d6zel kurulu\u015flar, uygun \u015fekilde olu\u015fturulmal\u0131 ve ulusal hukuka g\u00f6re kaydedilmelidir.<\/p>\n<p>Teklifler a\u015fa\u011f\u0131daki ba\u015fvuru sahipleri taraf\u0131ndan sunulabilir:<\/p>\n<ul>\n<li>kar amac\u0131 g\u00fctmeyen kurulu\u015flar (\u00f6zel veya kamu);<\/li>\n<li>kamu yetkilileri ve a\u011flar\u0131 veya dernekleri (Avrupa d\u00fczeyinde, ulusal, b\u00f6lgesel veya yerel d\u00fczeyde);<\/li>\n<li>uluslararas\u0131 kurulu\u015flar;<\/li>\n<li>\u00fcniversiteler veya e\u011fitim kurumlar\u0131;<\/li>\n<li>ara\u015ft\u0131rma merkezleri;<\/li>\n<li>\u00f6zel ve kar sa\u011flayan kurulu\u015flar;<\/li>\n<li>ticaret ve sanayi odalar\u0131.<\/li>\n<\/ul>\n<p>Ger\u00e7ek ki\u015filer\u00a0<strong>uygun de\u011fildir.<\/strong><\/p>\n<p>Yaln\u0131zca a\u015fa\u011f\u0131daki \u00fclkelerde usul\u00fcne uygun olarak kurulmu\u015f t\u00fczel ki\u015filerden gelen ba\u015fvurular uygundur:<\/p>\n<ul>\n<li>AB \u00dcye Devletleri;<\/li>\n<li>COSME program\u0131na kat\u0131lan \u00fclkeler.<\/li>\n<\/ul>\n<p><strong>UYGUN KONSORS\u0130YUM<\/strong><\/p>\n<p>Uygun olabilmek i\u00e7in, bir teklifin a\u015fa\u011f\u0131dakilerden olu\u015fan bir konsorsiyum taraf\u0131ndan sunulmas\u0131 gerekir:<\/p>\n<ul>\n<li>En az 3 t\u00fczel ki\u015filik (\u00fcyeler \/ ortak) ve maksimum 6 t\u00fczel ki\u015filik (\u00fcyeler \/ ortak);<\/li>\n<li>\u00dcyeler \/ ortaklar en az 3 farkl\u0131 uygun \u00fclkeden gelmelidir.<\/li>\n<\/ul>\n<p><strong>B\u00dcT\u00c7E VE PROJELER\u0130N F\u0130NANSMANI<\/strong><\/p>\n<p>Projelerin e\u015f finansman\u0131 i\u00e7in ayr\u0131lan toplam b\u00fct\u00e7e\u00a0<strong>1.500.000 Avro&#8217;dur<\/strong>.
